3.过分强调资料的充分会阻碍理论的形成。

1. 提出观点Limiting the term of leadership is an effective way to prevent corruption and lack of initiatives.可用名言：“Absolute power leads to absolute corruption”. ------Sir. Acton
2. 在government, politics 领域最好是要定期更新领导者，因为when leaders have no fear of losing their power, they tend to abuse their power。
3. business 领域：新的领导可以带来新的思想，更好的管理理念，给企业注入新的活力。
4. 当然在一些领域尤其是教育领域，更新领导者未必是获得成功的最好方式。
通过这种提纲式的弄清gre写作思路，即使考试的时候写了提纲，也还有充足的时间给考生答题。
