34.        The potential benefits of mandatory public service must be weighed against
* @9 t1 Y0 N3 A! p: f4 r) ]8 m, Distrative problems and concerns about individual liberty. On balance, the costs to 0 \( u& R/ j2 P' M; B$ d- U
a nation and to the participants would probably exceed the benefits.
+ F, h' h8 t; p, W      Admittedly, a colorable argument can be made for mandatory public service. It
3 r% R( E) e; M4 O0 M2 N8 {7 Zwould help alleviate "free-rider" problems, where those who do not contribute benefit 8 z7 @1 |# c' f" r& @* z
from the efforts of those who do. It would mitigate pressing social problems—with
' v( ^: Y* }5 X# |% keducation, public health and safety, and the environment. It might instill in participants a
7 D' e# ^, A' Q9 A: osense of civic duty, community, and individual responsibility. Finally, it has worked on a 7 h8 e. L2 G# K* J6 E7 N
smaller scale, particularly in urban areas, where renewal projects succeed in making 8 o. P1 _" y. _$ w
communities safer, healthier, and more prosperous.
, e3 s7 Y" U6 m- _; _5 c1 M2 C      Far more compelling, however, are the arguments against mandatory public + b9 v9 {! G) ~9 D4 U; R( d5 i9 M
service. First, who would make assignments and decide what projects are worthwhile,
1 a* j' Q2 _0 G- b2 ]  eand how would compliance be assured? Resolving enforcement issues would require
+ P4 h/ b( q1 O; V. |3 k8 [2 ?government control, in turn requiring increased taxes and/or cuts in other social & `6 z8 [3 Q. L# S, v
programs, thereby nullifying the benefits of mandatory public service. Second, a
5 P9 q* h# G7 X8 Kmandatory system would open the floodgates to incompetence and inexperience. Finally, 6 P0 l' k1 q, Q* ^) o: r& b3 C
the whole notion seems tantamount to Communism insofar as each citizen must
, H" P# t( {& B8 [+ d' e- |contribute, according to his or her ability, to a strong state. Modern history informs us - k8 u0 n/ x4 x8 |4 D. U1 C
that such systems do not work. One could argue that mandatory public service is simply
" U( J1 A# C4 W3 A! ba tax in the form of labor rather than dollars. However, compulsory labor smacks of
1 T" d5 h( p, S  W- l0 dinvoluntary servitude, whereas financial taxes do not." V% q5 K9 P0 f( _5 Z% m3 ~
      In conclusion, logistical and philosophical barriers to mandating public service $ s% ]/ x5 l* q4 x% }% c5 [9 e( f
outweigh its potential benefits for the nation as well as for participants.
