the author oversimplifies the problem and its solutions in a number of ways.

solutions to the problem of limited shuttle use. However, it is possible that other  
" ~! U+ ~. }) \% Hfactors-such as inconvenient shuttle routing and/or scheduling, safety concerns, or an
: X7 c- _5 ~% q) x7 {+ `1 {increase in carpools—contribute to the problem. If so, adjusting fares or parking fees ; I4 k3 q. }0 t! c1 E
would might not solve the problem.
5 T2 x. F! t  T' t- e/ y      In addition, the author assumes that reducing shuttle fees and increasing parking
: Y0 L& c% p" R7 ^4 z8 Y; Bfees are mutually exclusive alternatives. However, the author provides no reason for 7 y" ]0 [; Z% w; p2 V7 E
imposing an either/or choice. Adjusting both shuttle fares and parking fees might ) L* `8 l& u! b6 t
produce better results. Moreover, if the author is wrong in the assumption that parking
8 {9 R: j" O  h8 Efees and shuttle fees are the only possible causes of the problem, then the most effective
' ^6 G% T( C. }% [9 f1 S6 t# r2 j; q0 t3 usolution might include a complex of policy changes—for example, in shuttle fares, * E  `. K# P* J) `" X! B
parking fees, rerouting, and rescheduling.
9 a' I) f, @& y      In conclusion, this argument is weak because the author oversimplifies both the
, `3 {5 W) m& _! r$ `) Mproblem and its possible solutions. To strengthen the argument the author must examine 2 O6 l3 S0 R+ t% E9 m. @
all factors that might account for the shuttle's unpopularity. Additionally, the author ( `6 E1 b" s* u9 C
should consider all possible solutions to determine which combination would bring 8 x0 F; ]( c7 {' B  D
about the greatest increase in shuttle use.
