64.        The Director of Human Resources concludes that most employees at Company X
) s6 ]- W( _3 a: s; A2 ]feel that the improvement most needed at the company has been satisfactorily addressed.
3 ?# s0 S; P7 X+ oTwo reasons are offered in support of this conclusion. First, a survey of employees ' g( b6 q4 U$ x5 v4 c3 X( G; o
showed that the issue respondents were most concerned about was employee-1 l& v) H/ V' z8 i" [& j4 J
management communication. Second, the company has since instituted regular
% d" }! @# b/ ^voluntary sessions for employees and management designed to improve communication. - g" \6 l* o5 x3 I- ~: H3 M
The director's argument is questionable for two reasons.
8 [7 Q6 L2 A: b      To begin with, the validity of the survey is doubtful. Lacking information about
* R9 M. ~7 U) Z/ X: g" tthe number of employees surveyed and the number of respondents, it is impossible to / D3 ]" o% A% a; Q) K
assess the validity of the results. For example, if 200 employees were surveyed but only
/ K; K; |& b. Q+ L7 K) Rtwo responded, the conclusion that most of the employees ranked employee-" k2 u" }4 W4 U* n  I2 {- W4 N: r
management communication as the most pressing issue would be highly suspect. 8 _( N# C, l( H2 l9 v
Because the argument offers no evidence that would rule out interpretations such as this,
5 N& N% z9 \! d+ {the survey results are insufficient to support the author's conclusion.# G0 F( q* N8 ?. G
        Furthermore, even if the survey accurately ranks certain issues according to level
/ s2 ?; Y. W) P2 x1 t0 [, uof employee concern, the highest-ranked issue in the survey might not be the issue ( e" O0 K4 @. a5 l
about which employees are most concerned. Why? The improvement most needed from ' X' A; I6 X8 P/ ~
the point of view of the employees might not have appeared as one of the choices on the
& E9 K" D' {) U7 L" osurvey. For example, if the list of improvements presented on the survey was created by
) A2 X1 K; \3 q* ~management rather than by the employees, then the issues of greatest concern to the
% G1 w: x4 W) c/ I& q7 Femployees might not be included on the list. Lacking information about how the survey
5 u  i/ i+ o7 }: p+ q+ |: }" rwas prepared, it is impossible to assess its reliability. Consequently, any conclusion
+ ]& F, b, Q% n2 j( c. gbased on it is highly questionable.1 ~0 a+ A" e6 b  q
      In conclusion, the director's conclusion is not well-founded. To strengthen the & C' u: i7 J7 |# p
argument, additional information regarding the way in which the employee survey was
7 W) ]. u' C" ~2 o! h  Pprepared and conducted is required.
