adult material on the Internet is worthwhile. In my view, nations should attempt to
% A5 @2 c  V8 p, i: O! z+ @regulate such access by cooperative regulatory effort. I base this view on the
5 j% c; ?6 V; s: M9 _universality and importance of the interest in protecting children from harm, and on the $ ]+ X. D0 @3 R' n) Q5 P8 q7 N6 S' Q
inherently pandemic nature of the problem.
9 O# B$ @; ^# b+ _* E      Adults everywhere have a serious interest in limiting access by children to
/ S+ m/ t$ ]0 j- ?& f. wpornographic material. Pornographic material tends to confuse children—distorting
( \: Y1 V( C0 N' A" z1 Dtheir notion of sex, of themselves as sexual beings, and of how people ought to treat one ) Q. U, e/ {7 _% Z+ b0 X# s
another. Particularly in the case of domination and child pornography, the messages 5 Q+ o8 ^% b6 U5 X( k" k! Q* }5 C  `* H: b
children receive from pornographic material cannot contribute in a healthy way to their
8 W1 h" B% A% uemerging sexuality. Given this important interest that knows no cultural bounds, we
* s* q* O. s3 o: x5 e: |' J5 R$ X- Vshould regulate children's access to sexually explicit material on the Internet.: l4 G/ t  Q2 Q. f8 d5 }" V, Q
      However, information on the Internet is not easily contained within national ! N. {5 w. I4 ?7 u: ^( j( {
borders. Limiting access to such information is akin to preventing certain kinds of
2 C) v: J- F6 I1 L5 Jglobal environmental destruction. Consider the problem of ozone depletion thought to
, n  a9 B8 _& P# abe a result of chloroflourocarbon (CFC) emissions. When the government regulated + ~3 p. ^* ?1 `# b' \, q
CFC production in the U.S., corporations responsible for releasing CFC's into the
, Q" R! H9 z2 l$ d$ ]# zatmosphere simply moved abroad, and the global threat continued. Similarly, the
& @9 M! T6 E6 U% I( F  sInternet is a global phenomenon; regulations in one country will not stop - T* r: g' e0 |" E" |. b3 L* g
"contamination" overall. Thus, successful regulation of Internet pornography requires
( }. P9 S9 H) J& Q2 g! Q$ zinternational cooperation, just as successful CFC regulation finally required the joint

      Admittedly, any global regulatory effort faces formidable political hurdles, since
0 ^% ^) X% @' A+ i5 @cooperation and compliance on the part of all nations—even warring ones—is
7 i6 F) z" _& I, J2 P" l: ]inherently required. Nevertheless, as in the case of nuclear disarmament or global : B( y4 e/ w$ p- h
warming, the possible consequences of failing to cooperate demand that the effort be - A. b% [# v/ @& i. B
made. And dissenters can always be coerced into compliance politically or
8 s9 C# p" t3 y+ c2 A2 ~* Z& M" ~economically by an alliance of influential nations.
# ~4 O7 k# V5 j5 N      In sum, people everywhere have a serious interest in the healthy sexual
: }: O: n; J. U6 j3 {3 rdevelopment of children and, therefore, in limiting children's access to Internet 3 k  I& g* l6 p9 P1 g
pornography. Because Internet material is not easily confined within national borders,
6 f+ G) |2 d! I3 V. l) jwe can successfully regulate children's access to adult materials on the internet only by # {( {8 c# G1 @' g2 A1 ^
way of international cooperation.
