25.        The author concludes that City L has good schools, affordable housing, friendly
# r% S. M7 E& i- }people, flourishing arts and a safe environment. To support this claim the author cites an
: Y8 R0 x5 ?2 S6 Qannual survey that ranks cities according to quality of life. Two years ago City L was . M: p7 K% x) n: H
listed 14th in this survey. As it stands this argument is unconvincing.9 B* Q) E1 P" ^$ {
      First, the author fails to indicate what individual characteristics of cities were used " n! u7 S0 N* P& i! k6 |# F$ w
as criteria for the ranking. To the extent that the criteria used in the survey were the
" ^3 T" A) O$ K; \" Z0 S7 r: O& _- E$ usame as the features listed by the author in the conclusion, the conclusion would b
# w; P6 I8 J# mwarranted. On the other hand, if the survey employed entirely different criteria—for
# c# |+ e. _; q+ e1 ^example, outdoor recreational opportunities or educational achievement levels of adult
. W# c: \+ ]# {+ E; k% sresidents—then the author's conclusion would be wholly unwarranted.- b5 S) J" \% V
      Secondly, the author provides no indication of how each characteristic was ) B3 w: D1 V. g$ K& A
weighted in the ranking. For example, City L may have far and away the most
7 A' ?" U$ M- C: W9 oflourishing arts scene among the cities surveyed, but it may have poor schools,
& |' U* G9 z4 ~/ xunfriendly people, and an unsafe environment. The extent to which the survey
7 k6 }! V# h/ n9 ?: {! Qaccurately reflects City L's overall quality of life in this case would depend largely on ; B7 O! x( r: z1 a2 C
the relative weight placed on the arts as a factor affecting quality of life.8 q, W1 ]7 u: y7 C. \
      Thirdly, the author fails to indicate how many cities were included in the survey. & ?& O) X' K1 X: r# c8 ^
Th more cities included in the survey, the stronger the argument—and vice versa. For * l3 f' T# }, v" O0 V
example, if 2,000 cities were surveyed, then City L would rank in the top one percent in
4 m: k$ q' d0 a# X. bterms of quality of life. On the other hand, if only 14 cities were surveyed then City L
# p! @8 P+ i* _# \0 S& v( Y, X. twould rank last.
# S) W8 _3 t" K9 \' ^5 }; x6 a      Finally, the author's conclusion depends on the questionable assumption that the
+ R0 M% ~2 x) A0 j( j/ Gconditions listed by the author have remained unchanged in City L since the survey was
8 g9 q$ j  U3 f* K) i  z3 dconducted two years ago. Admittedly, had ten years elapsed the argument would be
* Q( G1 Q2 K( _& z% Xeven weaker. Yet two years is sufficient time for a significant change in the overall
: c  \' `0 e6 u1 u7 D$ }economy, the city's fiscal policies, its financial condition, or its political climate. Any of * J* j5 B4 |7 X
these factors can affect the quality of schools, the extent to which art is flourishing, or
2 X; o* S$ F. B! d7 A( ~the cost of housing.) G( j( q, p2 N# N: N& F
      In conclusion, the author does not adequately support the conclusion. To
' N3 N- }* R- |% ?" Kstrengthen the argument, the author must show that the criteria used in the survey were 5 y$ \* ?8 c/ X6 ~2 J3 `" a3 i
the same as the features listed in the conclusion and were weighted in a way that does " _8 i4 R/ _$ ]( _
not distort the picture in City L. To better assess the argument, we would also need more 5 j! i, N' N7 C& F2 ^( b8 z
information about the cities included in the survey, as well as what changes in City L 3 o+ C3 C1 f3 e4 }0 L
have occurred during the past two years.
