  Dalian has joined the 13 cities and embarked on new measures to limit the purchase of multiple houses in the city, according to the Xinhua News Agency Tuesday.
  N) h; p/ o+ E4 T6 X& ~  The measures launched by the handful, although different in each location, follow the central government's draft released on September 29 to curb soaring housing prices, whose purchasing quantity-restrictions function as one of its terms; and policies are different depending on the city: Shenzhen and Nanjing are stricter, and Shanghai and Hangzhou are softer on the new policy.5 \( G% e& f. v4 o+ k' T; D- n$ s
  In Shenzhen, families in possession of a residency card (hukou), will be hence limited to two houses, and those without will be limited to one acquisition.
# e% N' V( j6 O- I' F! ?3 }0 F* T  And different conditions to the measures in different cities have proven to have quite different results. In Shenzhen and Nanjing, the trading volume in the property market has decreased dramatically, and speculation is almost at vanishing point. However, in Shanghai and Hangzhou, due to their 'softer approach' on the policy's strictness, the results have not been apparent., o% ?; A) N6 W' x  N. c6 H1 ]
  Furthermore, in wealthy Shanghai, investors who used to acquire small properties, now having to branch into new areas, are buying villas, which is directing sector-homeless speculation on to the luxury housing market.
